VLCT’s default is to gate: answer only where you disagree.
19 documents (PDF, Word, Excel) are linked from members-only content and from at least one public page, so for now they stay open to everyone. For each one: should it stay public, or become members-only?
If we don’t hear back by 2026-10-09, we go ahead with each group’s recommendation.
“Members-only” means the file downloads only after sign-in. A public page that links it keeps the link, which shows the lock and asks visitors to sign in. This page shows titles and file names only, never what’s inside the files.
