Decision 10: Federal Funding has three landing pages

The question

One subject, "Federal & ARPA funding", has three pages that could each be its landing spot. Readers arriving from the menu, the "All topics" grid and the library would land on different pages depending on the path. We need one.

The three pages

  1. draftFederal Funding (ARPA) under Municipal Operations Support — a real page with content.
  2. draftFederal Funding under Topics — a placeholder created by the migration because Drupal used the address as a folder; its body is an automatic list of pages beneath it.
  3. draftAmerican Rescue Plan Act (ARPA) — the ARPA page itself.

A smaller case of the same thing: draftCivic Engagement and Belonging (placeholder) vs draftCivic Engagement and Belonging Resources (the real page).

Options

Option A — Page 1 is the landing page; the placeholder redirects to it; the ARPA page becomes a listed child our recommendation
  • The most complete page wins; ARPA keeps its address and appears in the sidebar.
  • One redirect to add.
Option B — The ARPA page is the landing page
  • Right if ARPA is where most traffic goes; we can check live analytics before deciding.
  • Page 1 becomes the child.
Option C — Keep all three; mark one as canonical in the tree only
  • No redirects, but the confusion stays for readers.

What we need from you

If we hear nothing before the next build, we go with the recommendation: Option A and the Civic Engagement redirect. Reply to Kalman by email, or comment on the linked issue.
